Practical Guide

The form of internal separation you specify controls who can safely work on your switchboard while it stays energized. Choose wrong, and you are either overspending or creating risk.

When specifying a low-voltage switchgear assembly, most attention goes to rated current, short-circuit withstand, and protection degree. But there is another parameter that directly affects both operational safety and maintenance flexibility, which is the form of internal separation.

IEC 61439-2 defines four forms of internal separation: Form 1 through and Form 4, each with further subdivisions. These forms describe how the busbars, functional units, and cable termination compartments inside a switchboard are physically separated from each other.

It’s not purely a technical choice. The choice determines what maintenance work can be performed. At the same time, adjacent circuits remain alive; how faults propagate within the assembly ultimately determines the operational downtime the installation will require over its lifetime.

This article explains each form, when to specify which, and the practical trade-offs involved..

What is internal separation?

Internal separation refers to the physical subdivision of a switchgear assembly into distinct zones using metallic or non-metallic barriers and partitions. The goal is threefold: to protect personnel from contact with live parts during maintenance, to limit the propagation of internal faults (including arc faults) between functional units, and to allow intervention on one part of the switchboard without de-energizing the entire assembly.

IEC 61439-2 defines the rules for internal separation. According to the standard, three elements can be separated from each other:

Busbars: The main power distribution conductors running through the assembly.

Functional units: The individual circuit modules (breakers, contactors, starters, fuse switches) that connect to the busbars.

Terminals for external conductors: The cable connection points where incoming and outgoing cables are terminated.

The form is defined by the decision on how these three elements are separated.

The four forms of separation

Form 1: There is no internal separation

This is the simplest arrangement. There are no barriers or partitions inside the assembly. Busbars, functional units, and terminals all share the same space. Any work inside the switchboard requires complete de-energization.

Form 1 is appropriate for small distribution boards and applications with sporadic maintenance, where a complete shutdown is acceptable. This is the most economical option with the most compact footprint.

Form 2: Separation of busbars from functional units

Form 2 introduces the first level of separation, where the busbars are physically separated from the functional units.

Form 2a: Busbars are separated from functional units, but the terminals for external conductors are not separated from the busbars. Separation is typically achieved by insulated coverings.

Form 2b: Busbars are separated from functional units, and terminals for external conductors are also separated from the busbars. This is achieved using rigid metallic or non-metallic barriers.

Form 2 allows basic maintenance on functional units without direct exposure to live busbars. However, functional units are not separated. They are working on one unit that still presents a risk to adjacent units.

Form 3: Separation of functional units from each other

Form 3 adds a critical capability: individual functional units are separated from each other, in addition to the busbar separation already present in Form 2.

Form 3a: Busbars are separated from functional units. Functional units are separated from each other. But terminals for external conductors are not separated from the busbars. They share a common cable compartment.

Form 3b: Busbars are separated from functional units. Functional units are separated from each other. Terminals are separated from the busbars. However, terminals are in the same compartment as their associated functional unit.

Form 3 is the standard choice for industrial main distribution boards, power control centers, and motor control centers where individual feeders need to be maintained while adjacent feeders remain in service. Form 3b is widely considered the minimum specification for any installation with significant downtime costs.

Form 4: Complete compartmentalization

Form 4 provides the highest level of internal separation. Every functional unit, every terminal compartment, and the busbars are all physically isolated from each other.

Form 4a: Busbars are separated from functional units. Functional units are separated from each other. Terminals for external conductors are in their own compartments. However, these compartments are integrated with the functional unit they serve (typically sharing a door or access panel).

Form 4b: Busbars are separated from functional units. Functional units are separated from each other. Terminals for external conductors are completely separate in individual compartments. Each has its own access point, physically independent from the functional unit compartment.

Form 4b has the maximum achievable separation. A maintenance technician can access and work on any individual functional unit or cable termination while every other part of the switchboard remains fully energized and protected. This is essential for critical installations where any downtime is unacceptable. These applications could be data centers, hospitals, process plants, and critical port infrastructure.

How to choose the right form

The form specification should be driven by the operational requirements of the installation, not by habit or default.

Several key factors need to be considered:

Will maintenance be performed while the switchboard is energized? If the answer is positive, Form 3 minimum. If individual feeders need to be serviced independently, Form 3b or Form 4.

Is there a sector-specific requirement? Some industries effectively mandate higher forms. Medical facilities (IEC 60364-7-710), data centers (Tier III and Tier IV), and critical infrastructure often require Form 4 on the main distribution.

What is the cost of downtime? For installations where an unplanned shutdown costs tens of thousands of euros per hour, the additional cost of Form 4 pays for itself quickly. For non-critical applications where scheduled shutdowns are acceptable, Form 2 or Form 3a may be sufficient.

What are the available space constraints? Higher forms of separation increase the switchboard’s physical depth and width. A Form 4b panel can be significantly deeper than a Form 1 panel of the same electrical capacity. Confirm that the electrical room or E-House can accommodate the footprint before specifying.

Is arc fault containment a separate requirement? Forms of separation and arc fault ratings are independent properties. A Form 4b switchboard is not automatically arc-fault rated. Arc-fault containment is addressed in IEC/TR 61641 and requires separate testing and verification. Both parameters should be specified independently.

The compact footprint of an E-House is also an advantage in constrained spaces. All equipment is arranged in an optimized layout within a defined steel frame, with everything from busbar support to cable entry points engineered for that specific configuration. 

Where conventional wins on space: If you are designing a new facility from scratch with ample floor area, an integrated electrical room gives you more freedom on dimensions. E-Houses can be constrained by transport logistics. Road-transportable units are typically limited to widths of around 3-4 meters (depending on the region), though multi-module configurations can extend this.

Common specification mistakes

Specifying Form 4b on every project regardless of need. Form 4b can significantly increase the cost of a panel, footprint, and lead time compared to Form 1. This is over-engineering for the installations where a complete shutdown for maintenance is acceptable.

Specifying “Form 4” without the suffix. The difference between Form 4a and Form 4b has real cost and construction implications. Always specify the complete designation.

Confusing the form of separation with IP rating. Internal separation (Form) and external ingress protection (IP) are independent parameters. A switchboard can be IP54 externally while being Form 1 internally. Both must be specified.

Confusing the form of separation with arc fault containment. A Form 4b switchboard provides excellent compartmentalization, but this does not mean it will contain an internal arc fault. Arc fault withstand capability per IEC/TR 61641 is a separate verification that must be specified and tested independently.

Specifying Form 1 and then requesting live maintenance access. The construction does not support it. Either change the form specification or change the maintenance strategy.

SIVACON S8: internal separation up to Form 4b

SIVACON S8 is a type-tested switchgear system that supports internal separation up to Form 4b across all mounting designs. These designs include options such as withdrawable, fixed-mounted compartment doors, and plug-in in-line configurations.

The system achieves Form 4b through a combination of type-tested standard modules, add-on compartmentalization modules, and a patented connection terminal design that places cable terminations in a physically separate cable connection compartment. The vertical distribution busbars are covered to IP2X (test finger-proof), and phase separation is available as an option.

Because every SIVACON S8 configuration has been type-tested under IEC 61439-2, the form of separation is not just a design intent. The form of separation is a verified, documented property of the assembly. This is the major difference between a type-tested system, where separation has been physically validated, and a custom-built panel, where separation relies on the builder’s interpretation of the standard.

For installations that also require arc fault protection, SIVACON S8 has been tested according to IEC/TR 61641 with arc-resistant design, pressure relief systems, and metal-clad compartmentalization, providing both Form 4b separation and arc fault containment in a single system.

A recent example from our own production: a SIVACON S8 system for an industrial compressor station, configured with Form 4b internal separation, Extended Arc Fault Protection (Class C), and 50 kA short-circuit withstand. The dual MCC configuration (400 A normal load / 200 A essential load) combines withdrawable design for main drives and incoming feeders with fixed-mounted sections for smaller loads, demonstrating how the form of separation integrates with the broader system design rather than existing as an isolated specification.

E-HOUSE VS. CONVENTIONAL ELECTRICAL ROOMS:

Practical Comparision

How do you house your electrical equipment when the existing capacity falls short? Answering this question shapes the project timeline & budget, while affecting the long-term operations.

Every industrial project reaches a point where the electrical infrastructure needs a dedicated space. Medium voltage switchgear, low voltage distribution, motor control centers, transformers, and automation cabinets need to be installed somewhere protected, accessible, and properly conditioned.

Traditionally, that meant building a dedicated electrical room on site. It is a permanent structure, built from brick and mortar, which is designed alongside the rest of the facility. This approach has worked for decades, and in many cases, it still does. But as project timelines compress and installations move into harsher or more remote environments, a different approach gains ground: the E-House.

An E-House is a prefabricated, self-contained electrical room built inside a steel structure. It arrives on site fully equipped, factory-tested, and ready for commissioning. The concept is not new, but the engineering behind it has matured significantly.

So which approach fits your project? The answer depends on several factors. Here is how they compare.

Construction & Deployment

A conventional electrical room is built on site as part of the broader civil works. These works often include architectural planning, permits, concrete pouring, wall construction, and roofing. Once the room is physically completed, the installation of electrical equipment can begin. Depending on the complexity, this sequence can require a lot of time, often spanning 18 months.  

With the implementation of the E-House, you can reverse this sequence. While civil works on site focus solely on preparing the foundation, the electrical room is being manufactured and equipped in parallel, off-site, under controlled factory conditions. Once the foundation is ready, the E-House is transported and positioned. On-site work is reduced to cable connections, final checks, and commissioning.

The practical result: deployment timelines can be reduced by 40-60%, depending on project scope and logistics.

The parallel workflow is the single biggest advantage of the E-House. This approach does not just save time. It removes the dependency between civil construction progress and the readiness for the electrical installation.

Cost Structure

The comparison here is less straightforward than it first appears, because the two approaches distribute costs very differently.

A conventional electrical room concentrates on civil works, on-site labor, and extended project timelines. The E-House approach shifts the bulk of that spending to factory fabrication and transport, while reducing or eliminating several on-site cost categories: civil construction beyond foundations, on-site equipment installation labor, cable quantities (pre-wired and compact layouts mean shorter cable runs), weather-related delays and rework, and coordination overhead between civil and electrical contractors.

Which approach ends up more economically depends on the specifics of the project. These specifics include location, labor rates, site accessibility, timeline pressure, and whether an existing building can absorb an electrical room or whether a dedicated structure is needed either way. There is no universal answer to this question.

What can be said with confidence is that the total cost comparison should account for the full project lifecycle. It is not just the line item for the room or the container, but the downstream effects on deployment speed, on-site risk, and commissioning effort.

Where conventional wins on cost: For projects where a building is already being constructed and the electrical room is simply one room within a larger structure, integrating it into the existing design can be more economical than ordering a separate prefabricated unit.

Quality Control & Testing

This is where the E-House approach has a structural advantage that is difficult to replicate in a conventional setup.

In a factory environment, every connection, every cable route, every switchgear installation happens under controlled conditions: consistent temperature, proper lighting, no weather interference, and direct access to quality control teams. The entire assembly can be inspected, type-tested, and put through a Factory Acceptance Test (FAT) before it ever leaves the production floor.

With a conventional electrical room, equipment is installed on-site. Testing also happens on-site. The conditions on site are less controlled. Multiple contractors work in sequence (or, often, in conflict). Integration issues surface during commissioning rather than during manufacturing.

For clients who require compliance with standards like IEC 61439 for LV switchgear or IEC 62271 for MV, the factory-tested E-House provides a verifiable, documented quality chain from component to completed system.

Space & Site Constrains

Conventional electrical rooms need space within the facility footprint, or adjacent to it, and they need that space early in the design process. Architectural integration, access corridors, ventilation, fire separation – all of it becomes part of the building design.

By contrast, E-House is designed as a standalone outdoor unit. They sit on their own foundation, outside the main building envelope. This makes them particularly well-suited for:

  • Brownfield projects where existing buildings have no spare capacity
  • Expansions where adding a conventional room would require structural modifications
  • Remote or temporary installations (mining sites, construction projects, energy infrastructure)
  • Sites with limited construction access or congested layouts

Environmental Protection

Both approaches can deliver adequate environmental protection, but the engineering paths differ.

A conventional electrical room inherits the environmental envelope of the building it sits in. If the building is climate-controlled and dust-free, the electrical room benefits from that. If the building is a basic industrial hall, additional measures are needed.

An E-House is engineered as its own environmental envelope. The steel structure is designed from the outset for outdoor installation in industrial conditions. Standard features typically include:

  • Corrosion protection coatings (from C1 for indoor environments up to C5M for marine & offshore applications)
  • Hot-dip galvanized or stainless-steel construction
  • Integrated HVAC with pressurization for dust suppression
  • Fire detection and suppression systems
  • Arc relief venting for medium voltage sections
  • Fire resistance rated up to EI-90

For projects in harsh environments like coastal, desert, tropical, or chemically aggressive atmospheres, the E-House is purpose-built for the conditions. A conventional room can be hardened to the same level, but it requires additional engineering, which increases the overall costs.

Flexibility & Relocation

A conventional electrical room is permanent. It is part of the building. Moving it is not a realistic option.

An E-House, while not designed for frequent relocation, is inherently transportable. It was delivered on a truck; it can be left on a truck. This matters for:

  • Temporary installations that will be decommissioned after a project phase
  • Operations that move geographically (mining, construction, oil and gas)
  • Leased or rented equipment arrangements
  • Projects where future site layout changes are anticipated

Even for permanent installations, the modular nature of E-Houses means expansion is straightforward. Add another unit, connect it, and commission it. Everything is done without disrupting the existing installation.

Maintenance & Accessibility

In a well-designed E-House, maintenance access is engineered into the layout from the start. Door placements, aisle widths, panel withdrawal clearances, lighting, and ventilation are all optimized for the specific equipment installed. Because the layout is fixed and documented, maintenance teams can plan interventions precisely.

Conventional rooms offer more flexibility in terms of layout modifications over time. You can relocate equipment, add panels, and reroute cables. But that flexibility comes with a trade-off: the room’s layout tends to evolve in an unplanned way over the years of modifications, which can make maintenance more complex.

WHEN TO CHOOSE WHAT

An E-House is the stronger choice when:

  • Project timelines are tight, and parallel manufacturing is valuable
  • The installation is outdoor, remote, or in a harsh environment
  • The existing facility has no spare capacity for additional electrical rooms
  • Standardized, factory-tested quality is a priority
  • Future relocation or modular expansion is a possibility

A conventional electrical room makes more sense when:

  • The electrical room is part of a new building being designed from scratch
  • There are no transport constraints (the project is not limited by road dimensions)
  • The installation is purely indoors, in a climate-controlled environment
  • Unlimited dimensional flexibility is needed for very large or complex layouts
  • Long-term architectural integration is a priority

In practice, many projects use both approaches. A main facility may have conventional electrical rooms for its core infrastructure, with E-Houses deployed for expansions, remote substations, or specialized applications.

What IEC 61439 Really Means for Your Electrical Infrastructure

Low-voltage switchgear serves as the foundation of every industrial facility. Yet, many assume that if a panel is “built according to the standard,” it must provide the same level of safety and performance. Unfortunately, that’s not the case. The sole purpose of the IEC 61439 is not to create additional paperwork. This standard is developed to protect people, equipment, and operations from preventable failures. 

The question is, is compliance with this standard enough?

True performance comes only from tested, verified, and certified assemblies, not from interpretation, shortcuts, or assumptions.

In this article, we break down what the standard really requires, what the terms mean, and why type-tested systems like SIVACON S8 stand in a completely different category.

What does IEC 61439 cover?

IEC 61439 is the global standard, mandatory for low-voltage switchgear and control-gear assemblies.

This standard defines safety requirements, performance criteria, testing methods, and responsibilities of manufacturers & panel builders. IEC 61439 requires two main pieces of evidence that the switchboard is suitable. One is design verification, while the other is routine verification. The two together are a decisive part of QA, thus a prerequisite for CE marks according to EU directives.

The IEC 61439 intends to ensure that switchgear works safely under actual operating conditions. The standard covers temperature rise and dielectric strength to short-circuit withstand, clearances, creepage distances, mechanical strength, and protection against electric shock.

Two key roles appear in the standard:

The first role is Original Manufacturer (in this example, Siemens, in the case of SIVACON S8).

The entity is responsible for design verification:

  • Performing all type-tests
  • Defining the assembly system
  • Proving that the design is safe
  • Delivering verified documentation

Assembly Manufacturer (or Panel Builder) is the second role in the standard.

This role belongs to the company that is assembling the switchboard under the rules defined by the Original Manufacturer. Panel Builders do not repeat the system testing. They are just following tested instructions to ensure the final product remains compliant.

The foundation of Safety - Design verification

IEC 61439 defines 13 mandatory design verifications. These mandatory design verifications include various checks.

Performance & Safety Checks:

  • Temperature rise limits
  • Dielectric properties (insulation strength)
  • Short-circuit withstand strength
  • EMC compatibility (electromagnetic compatibility)
  • Mechanical operation

Construction and Installation Checks:

  • Protection degree (IP rating)
  • Clearances & creepage distances
  • Strength of materials and parts
  • Protection of safety circuits (e.g., earthing continuity)
  • Protection of safety circuits (e.g., earthing continuity)
  • Proper component installation (according to manufacturer guidelines)
  • Safe internal wiring and connections
  • Suitable terminals for external cables

Meeting the verification only through calculations or equivalent substitutions is not enough. Only tested and verified assemblies guarantee correct performance under real fault conditions.

What is not covered by IEC 61439? What does IEC/TR 61641 add?

IEC 61439 does not cover internal arc fault behavior. This is where IEC/TR 61641 becomes relevant. The standard is complementary to IEC 61439 and guides how to perform internal arc testing and evaluate the results.

This technical report defines:

  • How Arc faults should be tested
  • What constitutes a “pass.”
  • How to evaluate operator safety
  • How to limit damage

SIVACON S8 is tested according to this standard, including:

  • Arc -resistant design
  • Pressure relief system
  • Metal-clad compartmentalization
  • Safe doors and covers
  • Retention of arc energy inside the tested compartment

This type of testing is not mandatory, but it can be critical for industries such as marine, ports, chemicals, and data centers. This is why it is considered best practice.

Final Thoughts

Many LV systems are declared “IEC compliant”. Only a few are type-tested, and even fewer are arc-tested. Very few are factory-certified assembly systems with global support. Why does it matter? Real-world failures do not forgive shortcuts. Small miscalculations can cause serious downtimes in the facility operations and compromise safety in general. In other words, Compliance states the rules, but performance proves them.

What does “Type-Tested” Mean?

This standard is a successor to IEC 60439, and it defines the set of requirements for the design, construction, and verification of all low-voltage switchgear and controlgear assemblies, with the primary purpose of ensuring safety, reliability, and consistency.
